[wp-polyglots] Disabling Contact Us feature on local site (Nikolay Bachiyski)

I thought it's just our local users who ignore, the warning on the contact
page.

To tell the truth, I haven't received ONE normal question, or suggestion
about the translation,
but only silly statements, and questions... It's annoying.
