The repository for es_VE has been created at
http://svn.automattic.com/wordpress-i18n/es_VE
and commit access has been given to user NstorRojas

Since you are new to Subversion, I'd recommend reading this first:
http://codex.wordpress.org/Translating_WordPress#WordPress_Localization_Repository
(clearing any doubts right here on the list)

After that we can move on to ve.wordpress.org
