[wp-polyglots] Requesting again for internationalization of the default theme

Hello.

First off, I have read this

please don't refer me there! ;)

I strongly believe that the default theme should be internationalized. By
this, I only mean that the default theme should use gettext to get the
texts, and English messages should be included as a pair of .mo and .po
files. I know that this has been requested before, but I'm requesting it
again because:

(1) This is a needed feature. Other projects (examples are some open source
softwares like MediaWiki) have answered this need at some point, and no one
can say it is not the time for WordPress to also answer this need.

(2) This makes further steps possible and easier to accept by the devs,
including internationalization of the other parts of the software (like the
dashboard), and translation of the default theme to other languages. Please
consider that I'm separating translation (which is a form of localization)
from internationalization (which is providing a framework for future
localization). Please also note that there are other frameworks available
now (like http://translatewiki.net which can host the translations of
WordPress) which weren't available by the time this request of
internationalization of the default theme was turned down.

(3) I'm interested in handling it. I know that such a change needs some devs
to put their effort (may be exclusively) on the internationalization
process, and I'm willing to be one. I'm willing to dedicate my time to
contribute to this move and collaborate with other interested people
(including those who lost their hopes when this request was turned down more
than a year ago).
