[wp-polyglots] pt_PT translation

I've requested SVN access before to the repository but without success. 
I'm very interested in starting the pt_PT translation so count me in for 
collaboration.

Já tinha pedido acesso ao repositório antes, mas sem sucesso. Conte 
comigo para qualquer colaboração a traduzir o WP para pt_PT
