[wp-polyglots] New WordPress Localization page in Codex

I just committed a complete rewrite to the WordPress Localization page 
on Codex. It now contains very detailed information on:

- The Gettext file types
- How to get started
- What tools are available
- How to use the tools (step-by-step)
- Types of messages (including detailed information about date-related 
messages)
- Tons of examples from current translations
- Tips for good translations
- Repository guidelines
- Troubleshooting

I think I managed to use an example from every translation in the 
repository, and some which aren't even there yet. Check it out and look 
for snippets of your work!
