[wp-polyglots] Translation of theme

I missed the discussion about the subject, I'm not sure if the desion
is tohave 2 version for standard theme: one with text string hand
coded (without the php_e translation function and onother one with ll
the strings with code for translation with a .PO file.

We have to generate the 2 version or only the first or the second?
