I'm maintaining a list.  We can find a spot on codex for it.  Also, the
po files have headers with these fields:

"Report-Msgid-Bugs-To: FULL NAME <EMAIL at ADDRESS>\n"
"Last-Translator: FULL NAME <EMAIL at ADDRESS>\n"
"Language-Team: LANGUAGE <LL at li.org>\n"

Those should be filled in appropriately.  Perhaps each translation team
should have its own mailing list and/or bug tracker.
