[wp-polyglots] singular vs plural

I have also one topic for general discussion. I am not sure about other  
languages but I have problem to translate some 'strings' to czech because  
we are actually using more versions for plural.

example in english:
1 post
2 posts
3 posts... etc.

in czech:
1 prispevek
2-4 prispevky
5-infinity pripevku

So... if you want to have really properly translated blog - as I want -  
you have to hack some WP functions. Where I could discuss this problem  
with developers? Who is resposible for this part of code?
