Before we start populating the repository, let's visit the structure
again.  For a given locale (language code _ country code), we have the
following layout for the messages.

lc_CC/trunk/messages/lc_CC.po  - UTF-8 po file for lc_CC locale
lc_CC/trunk/messages/lc_CC.mo  - UTF-8 mo file
lc_CC/trunk/messages/lc_CC.ISO-8859-1.po - ISO-8859-1 po file
lc_CC/trunk/messages/lc_CC.ISO-8859-1.mo - ISO-8859-1 mo file

Now, some locales might have formal and informal versions.  Perhaps
addind an extra directory level will accommodate that.

lc_CC/trunk/messages/informal/lc_CC.po  - UTF-8 po file for lc_CC locale
lc_CC/trunk/messages/informal/lc_CC.mo  - UTF-8 mo file

How's that?  Anything else we need to consider?
