https://github.com/markjaquith/WordPress-Plugin-Readme-Parser is the 
source, but it's quite out-of-date (I wrote my own, which is almost 
entirely compatible: https://github.com/rmccue/WordPress-Readme-Parser - 
it required reverse engineering some things). There's also further 
processing done after it's spit out of there, as far as I can tell.
