You could try this plugin

http://wordpress.org/extend/plugins/allow-multiple-accounts/

it allows accounts to have the same email address.

So you could just create accounts with the same user at domain.com

For an app, I need admins to add users that may not have an email address.
How would you handle that case? I would like to avoid a seperate table.
