This is a great idea. It is still dependent on the author relinquishing
control, which may still be an issue if they already aren't responding.

Even if there is some period of time after which, if a plugin hasn't had
it's "Tested up to" version updated, it falls into this "abandoned" category
and other devs with more time on their hands can be added as contributors.
The original author remains as a contributor if they would like to pick it
back up again.

This could help with all the noise in the plugin repository itself, where
new plugins won't need to be created to replace older ones, but can be taken
in by the community and updated.
