That's exactly it.  The original naming convention was EXTREMELY 
confusing and hard to explain.  The table names were chosen during that 
time.

Each network has a record stored in wp_sites.  Each network can contain 
many blogs stored in wp_blogs.  The Network Admin can be different for 
each network.  The privileges and access of members are dependent upon 
each blog in each network.  HOWEVER, the user list is still shared 
between the networks and you need to account for that.  Unless there's 
been some special coding added in a recent release, that means usernames 
and email address must be unique across the entire set of networks.  
That can cause confusion if you are doing membership sites in networks 
that are not intended to be connected.
