[wp-hackers] Reviews for Plugins

I really like this idea in theory -- although I don't know enough
about the API to say how doable it is.

The only immediate issue I can think of is that all plugins don't
necessarily come from the WordPress plugin repo, so those you wouldn't
be able to directly rate.

I'm unsure about prompting for feedback (I find that annoying in
iPhone apps that do it) -- but having a star system for rating
directly in a row within the installed plugins page sounds awesome.
