[wp-hackers] Multisite screen options/meta boxes are per user, not per user, per blog

On a multisite install, users can set their Write Post appearance using
drag-and-drop to customize where the meta boxes are located, and Screen
Options to set which meta boxes are visible. The set of meta boxes varies
from blog to blog, as plugins can add their own custom meta boxes. Because
these are saved in global per user options, they are overwritten when a user
sets their appearance using a difference set of meta boxes (from different
plugins) on a different blog in the same installation, essentially undoing
their Write Post appearance on the original blog.

Ideally, I'd like these setting to be per user, per blog, as plugins are not
guaranteed to be active on all blogs in a multisite installation. Is this an
appropriate forum for the discussion of this behavior and possible fixes?
