in the last release.
We've now forced them to have that feature (with its new name), even if they 
previously disabled it, right?

(I'm not being obtuse, I just know that many a client is going to ask why 
something they've disabled has reappeared)

Not as such, The Toolbar in the WordPress admin is now used for more
than what it was in 3.2, In 3.2 it duplicated things, in 3.3, as part
of the aim to simplify, the toolbar was chosen as the right place to
insert the header stuff, so thats where it now resides.

As a result, we've gotten rid of the small header, and moved to a more
consistent UI IMO.

There's the possibility for a plugin to completely disable it, and add
an alternative menu somewhere in the UI that holds the things you can
only find in the toolbar though..
