No, it's not a design flaw. Uninstall means just that: uninstall. If
you don't give it the FTP login information, then it can't delete the
plugin files.

If it actually did run the uninstall code before getting the necessary
information to finish the uninstall and then delete the files, then
that most certainly *would* be a design flaw.
