Those zip's aren't built on the fly. The latest.zip is a redirect to
the latest *released* version of WordPress, which is currently 3.0.1.

At release time, the ZIP is built with the current version of trunk
(basically). That includes Akismet, at the time of release.

It doesn't make sense to do a whole new release just because the
bundled plugin got updated.
