[wp-hackers] Tiny patch for import.php

I have attached a tiny patch for wp-admin/import.php. This replaces
some & characters with &, making the page valid XHTML.

I have also created a ticket for this on WordPress' Trac:
http://core.trac.wordpress.org/ticket/13902

Perhaps someone else who's run into this issue will find it helpful.
