Ugh. No. Don't make a wp-content/plugins/ structure. Please, keep user submitted content (over the web) in the wp-content/uploads directory, or a subdirectory off it. Why? Permissions. People have enough trouble setting permissions as is, keeping those custom "anybody can write" permissions restricted to one directory makes it easier to manage. -Otto
