Fair enough.

OTOH, IMO its' an unfortunate constraint for those things that could be used by a lot of plugins.

Because it's not needed?

SWFUploader is the only thing I'm aware of that's flash-based that's
in the core, and it uses its own system to add the flash item into the
DOM.

Only libraries that are used in core are distributed as part of the
core package.
