I definitely feel like including any theme AT ALL is little more than a
necessary evil.  It gives users SOMETHING to use to start off, and it give
us theme developers an example of any new features that have been added for
themes (like threaded comments, for instance), but that's about all.
Bloating the download with another theme just seems unnecessary.

And I agree with Eric, there are other theme frameworks out there that are
arguably better than Sandbox.
