Unless you have any plugins which have created additional tables
relating to users that then users and usermeta are all you need. Users
will lose any current logged in sessions, and need to log in again on
the new system at which point new cookies will be generated against
whatever values there are in the wp-config.php which affect such
things.

So, in short, yes your assumptions seem correct.
