[wp-hackers] wp releases : is it planned in any way ?

There is a release schedule, There is a feature freeze at a certain point  
beforehand (~ 1 month?) after which no new features go in. Major features  
are put into trunk as early as possible to allow for full development time  
to occur.

http://wordpress.org/about/roadmap/ explains the dates for future releases  
and gives a short writeup.

As for the features that are chosen, They're mainly the short-list  
candidates from core devs who say "I want to implement this", then theres  
people coming along on trac and saying "I like this feature, So i've  
written a patch, What do you guys think?". Quite often core devs will  
choose a feature they feel like doing according to something that was  
raised on a mailing list, or the ideas tracker:  
http://wordpress.org/extend/ideas/ or Just some functionality they saw in  
another product which would go well in WP..

This is all an AFAIK :)
