[wp-hackers] Where should I place a plugins option page?

I'm working on a plugin that uses the body_class filter provided by the
Sandbox theme. Modifying the class element of the body tag on pages is
appearance related, but only as it applies to css. Specifically, this plugin
will add browser, and possibly OS, specific classes to the body tag. It's
primarily intended to ease the problems encountered when writing css that
looks okay when rendered by older versions of Internet Explorer, but could
easily be expanded to customize pages according to browser or OS usage.

I'm not sure if I should place the options page under design or perhaps
settings. I would appreciate any suggestions or comments on this matter.
