At the risk of adding just a +1, I'm all for only hosting GPL plugins  
on wordpress.org - people are free to put plugins elsewhere if they  
choose to make the argument that plugins are not derivative works of a  
GPL' d project.

This is also consistent with the Drupal.org approach. From http://drupal.org/node/7765 
  :

"Please note that all code which is committed into the Drupal CVS  
repository must be covered under the terms of the GNU General Public  
License, version 2 or greater; the same as Drupal itself."
