A lot of these plugins looks like they are adding stuff that would
ideally be a tab within the profile.  Regardless, we'll restore the
Users top-level for 2.7 and figure out a better way for 2.8.  I think
a tab-able profile would be nice way of aggregating the per-user
settings that are getting dumped into submenus right now.
