I suppose it's related to a mix of UTC settting and locale language
setting, if i have +1 GMT and i have it_IT language setted then from
last weekend of march to last weeknd of october there it's daylight
time. If i have another GMT and it_IT there is no way to change it
automatically i think... same for swiss italian people that use WP,
same GTM of Italy but maybe different date for start and end od
Daylight saving time. 

In alternative a centra DB on automattic with UTC + or - name of the
country, start and end date of daylight saving time for that countri
and just a dropdown list with all countries, you just set the country
and GMT daylight, am/pm or 24 maybe time and date format and
textdomain for gettext is automatically setted, locale translation
team can support this DB through a page in xx.wordpress.org site for
changes parameters if necessary (sometimes ago in Italy dayligh was
different in star and end date... but this is unlucky to happens again
i think.
