Well, both categories and tags will group posts, by default, a lot of  
themes treat them practically identical, save for the tag cloud.  
Google will find them all, so that's not so much a problem. The whole  
thread was started around being able to switch out categories in a  
permalink and resolve the same post, which is a canonical url issue.

Another idea is to have a compound category that represents the  
overlaps (i.e. cats, dogs, cats-and-dogs), though this may not be  
quite as optimal, especially since you couldn't get at the single  
categories from the compound ones and vice versa. So do what ever  
makes sense for your content.
