Just a note:
The plugin deactivation hook is NOT called during plugin upgrades, even  
though the plugin gets deactivated, Thats to workaround plugins which  
clear setting on deactivation, or spit out a HTML message of "Are you sure  
you wish to remove settings as well blah blah blah"
