That is because WordPress is not willing to make the Taxonomy table have 
a wide enough field for category and tag names. The default field is not 
big enough to hold multi-lingual names.  See

Maybe if enough of us comment that we'd like to see this fixed, it would 
be, but until then Language Switcher will require you to edit your 
schema.php file to make the term name field wider.

Anyway, that aside, I was going to mention that besides my Language 
Switcher plugin (which was based on one called Polyglot, which I think 
is still available), there is also Gengo. As far as I know, those are 
the two main multi-lingual plugins of the sort the original poster was 
looking for (where you write your own content in multiple languages).

I think that Gengo and Language Switcher use rather different 
philosophies, so if you don't like one, you might find the other works well.
