[wp-hackers] Lost categories upgrading to 2.5.1

I'm continuing to dig in. At the moment it seems I do not have CREATE 
table privileges in the database. I'm not sure why. I've filed a ticket 
with my ISP.

On the WordPress side, I suspect WordPress should check if has that and 
any other necessary privileges *before* attempting the upgrade, Normal 
WordPress usage does not need to create or DROP tables, but some 
upgrades do. WordPress should not assume it is running with sufficient 
privileges to do this. :-(

Previous upgrades were all done on my own system where I had full 
access. I didn't hit this before because I always had all privileges.

It's possible this is why some people have problems with the upgrade 
when most don't.
