I think it would be great if there were a more open write access (it 
would be a bitch to submit patches) for those who have signed up. Or at 
least able to sign up for it using the Codex, Trac, etc username and 
password.

I think whatever it is, it should at least join the current efforts and 
future efforts in one place instead of the current fragmented locations.
