I've just been reading through the latest bits of the (page)  
searching discussion.

How about the following solution:

Add a new file to the files you can put in your theme - search.php.

Add new template tags and loop for the search results.

Search *everything* - Posts, Pages, Comments, Author names etc (or at  
least make it easy for plugins to populate the search results.

Backward compatibility would be provided by if no search.php then we  
use index.php and post only searching.
