[wp-hackers] Wordpress.org plugin listing admin contact information?

It has come to the attention of the WordPress support forums that one
of the plugins listed on the plugins page at wordpress.org has
violated the terms of being listed there.

Specifically, this plugin:
http://wordpress.org/extend/plugins/wordpress-mailing-list/

Is not actually available there. If you examine the plugin's code
itself, you'll see it's little more than an advertisement pointing to
the actual plugin at http://tribulant.com/ , where it is commercially
available. It is also *not* GPL, which is the main requirement for
being listed at wordpress.org.

This amounts to spamming of the plugins list, basically. The plugin
needs to be delisted, however I'm uncertain who the correct contact
is... who should this type of thing be emailed to for future cases?
