An open discussion and review of the proposal.

If we are going to reorganise the menu structure to improve usability
then we need to make sure that it works well for all classes of user and
 that we provide good clear guidelines on where we recommend plugin and
theme authors add there pages.

Getting the correct set of top level menu names is going to be the most
difficult thing I expect.

Classifying the different user cases under these heading will be less
difficult - but with the current scheme it is unclear where to find some
 of the features.
