No, but in some cases they can be interpreted the same.
The "single prime" glyph (a.k.a. a "dumb quote", or a "typewriter single quote") is way overloaded, being used for opening and closing single quotes, apostrophes, and the prime character used to abbreviate the "feet" measurement.
Using the proper glyph instead of the single prime is always desirable when possible (1) if you care about the craft of typography, and/or (2) if you care about your materials looking professional, and/or (3) if you care about your content appearing authoritative.
If you go to your favorite book store, you won't find a single book or magazine that uses the single prime in place of a right single quote, expect as a mistake. Or a screen-shot of a blog. :^)
