[wp-hackers] Hotfix for wp-includes/functions.php

I have finished now reducing the notice messages. Hmmm, the number of cache 
hits and database hits are significantly reduced, too.

As it looks like the notices has also caused lots of function calls. My weblog 
(with 20+ plugins) on my Intranet is very fast now.

Okay, I send the bug-report including this discover.
