[wp-hackers] WP Passing GET to CSS?

Code snippet from the admin control panel:

ha3" type="text/css" />

Why is ?version=.... even being passed to a CSS file? As far as I can see
there isn't any way that PHP can even intercept this call at all...

Anyone can explain this to me please?
