[wp-hackers] Development for 2.next

A little TLC for the Plugin Management screen.
Something along the lines of check boxes and "Turn on selected" and 
"turn off selected" would make mass management useful.

It would be nice for upgrading if it also remembered which plugins you 
last had on.
