As per the other reply, the location is pretty hookable, especially in 2.1.

I know it's not directly related to your problem, but the way you 
describe the problems it sounds like the setup might have some design 
decisions that could stand re-addressing. NFS is used for some really 
huge stuff, so to be hitting limits there it's probably a configuration 
or hardware error. Also, executed PHP files should always be local.
