Not everyone installs WordPress at the top level either. The implication of
multiple robots.txt files would be user confusion. I suggest prepending to the
top of each administration page e.g.

<META HTTP-EQUIV="CACHE-CONTROL" CONTENT="NO-CACHE">
<META NAME="ROBOTS" CONTENT="NOINDEX,NOFOLLOW">
