WP-Cache is the first answer, it's faster than anything else out there. 
They could use LightPress, but it's slower than WP-Cache and uses a 
different template system, etc.

If after using WP-Cache it's still too slow, then they need to modify 
their hosting situation by upgrading hardware to something faster, with 
more memory, or that doesn't have to share resources. Unfortunately this 
usually isn't free.
