It would have to be more than Matt that would have to OK the change.   
Every person who has ever had a patch committed to the WordPress  
source would also have to agree to the change because they retain the  
copyright to their work under the GPL.  The only exeption to this is  
if the copyright is explicitly transferred to another person/entity,  
such as with the developers of many of the GNU tools that have given  
their copyright privileges to the FSF.
