To self-reply, yes it could.  Attached is a simple plugin that does just
that.  It just resanitizes the post name, but doesn't recheck for
duplicates.  Seems to do the trick, worked on a couple of tests and is
fairly straightforward so hopefully should be fine...

By the way, Matt's final note on this bug in Mosquito mentions checking
against the permalink structure.  Is this still being considered?
