[wp-forums] Putting 2 accounts in the timeout room

These two accounts are sock puppets but I've not yet decided which one 
to block.

The drtanz account likes to promote a plugin (and has had posts deleted 
for spamming before). The other account is only 5 months old so I may 
block that one.
