[wp-forums] Issue with en-GB 3.9.1 build

Anyone using en-GB who has already upgraded to 3.9.1 may get a notice 
that they've been upgraded to 4.0-alpha. In reality, this was a hiccup 
during localization and these folks are actually using 3.9.1.

The en-GB package has been removed and will be rebuilt.
