[wp-forums] Adding another Codex section for CSS

That's weird... I don't understand why he's marked as bozo.
He's a very active theme reviewer.
Perhaps he answered a question sometime that was possibly curt or
incorrect.. not sure, but I've seen this happen before with another active
theme author and reviewer and changed his status.

I just went ahead and updated his profile and "un-bozoed" him.
