[wp-forums] Reason for blocking?

Howdy,

A user has emailed me via http://ru.wordpress.org/contact/, asking why
his account is blocked.

His username is mk51rus.

As far as I can see, he only left one review in Russian:

The review itself seems innocuous to me:
"Great solution. I've used this plugin, as it's easy to understand.
Works reliably, completely translated."

Could he be mistaken for a sock puppet account, or was there a
legitimate reason to block him?
