[wp-forums] concatenate_scripts fix

If you're on DreamHost, we pushed a 'Damn it Google' fix (to stop 
pagespeed from buggering up wp-admin).

Also not a 'fix'. Otto go ask Nacin why he and I have nothing but dirty 
words for Google PageSpeed being stupid, cause it's broke.
